Dear Chairman and Parole Board Members,
Please DO NOT grant a parole date to convicted murderer, Lawrence R. Cowell. On April 17, 1982, while out on bail for the vehicular death of a friend, Cowell conspired to rob and brutally murder (family acquaintance) Scott Campbell. Cowell and an accomplice he hired, invited the victim to accompany them on a private airplane ride assuming Scott would be carrying with him a large sum of money. Cowell strangled and then threw the victim’s body out of the airplane into the Pacific Ocean. Scott was 27 years old at the time and his body was never recovered. Cowell was arrested nearly a year later and convicted of first degree murder.
On April 13, 2016, Scott’s family will, once again, have to relive the horrendous events that led to his brutal murder. Again, they will be forced to endure the trauma and uncertainty of this murderer’s fourth parole hearing. Lawrence Cowell made a personal choice to rob and execute an innocent young man and he must continue to accept the consequences of his actions. Scott Campbell had so much to offer this world; so many plans and dreams for his future. However, he will never get this opportunity or a second chance to live; he is gone forever. Therefore, Lawrence R. Cowell does not deserve a second chance or the privilege of freedom.
After careful consideration, there is every reason to believe this convicted murderer still poses an unreasonable danger to public safety. Cowell plotted and carried out a brutal murder for monetary gain; he has a very extensive record of violence and lack of remorse. Therefore, please deny parole to convicted murderer, Lawrence R. Cowell for the maximum time allowed by State of California law.
